Noted that the Community survey <br />showed that a Conllnunity Center and Outdoor <br />Aquatics were true needs. <br />5) Schroeder: Stated we must focus on critical <br />services. <br />6) Kysylyczyn: Indicated that a Community Center <br />is too expensive to be supported by a property <br />tax, and can only be supported through a <br />Roseville sales tax. <br />Beets asked about creating a citizens' bond committee. <br />1) Kough: Agreed, especially to learn more about <br />community center needs. <br />2) Maschka: Indicated that these issues had been <br />studied enough; Council has to make some <br />decisions; he wants to see the School District's <br />plans; he encouraged staff to proceed to develop <br />next steps in terms of funding for EMS and <br />design of Police Department space to firm up <br />details. <br />3) Schroeder: Did not favor a citizens committee; <br />asked about PD standards for space: for <br />example, for holding cells, interview rooms. He <br />indicated that the Fire Department EMS transport <br />issue needs study. He encouraged staff to define <br />Parks and Recreation needs in as much detail as <br />possible. <br />4) Kysylyczyn: Indicated the one-page department <br />briefs in the space needs notebook were fine; <br />criticized the city manager's portion of the <br />notebook. Advocated a sales tax to support <br />regional needs, and a marketing program to <br />inform voters of its advantages; indicated <br />concern about timing issues relating to a bond <br />election; did not see a need for a citizens <br />committee. <br />5) Klausing: Asked that Roseville's state legislative <br />
