City Council. Minutes - 03/25/02 <br />Page 4 <br />Labalestra Day Frances LaBalestra <br />Council Member Kough welcomed Frances Labalestra; <br />Kysylyczyn read a proclamation honoring her service to <br />Roseville. <br />Kough moved, Kysylyczyn seconded, the adoption of a <br />proclamation establishing March 25, 2002 as Frances <br />Labalestra Day in the City of Roseville. Roll Call, Ayes: <br />Maschka, Schroeder, Klausing, Kough, Kysylyczyn. <br />Nays: none. <br />III. <br />Hearings <br />A. Love from Minnesota, Inc.'s Application for Off-Sale <br />Liquor License at 2465 Fairview Avenue <br />Miller overviewed this item. The Applicant was present. <br />Kysylyczyn opened the public hearing. Klausing asked <br />how the City allots off-sale liquor sites and expressed <br />concerns about saturation, at least in this area. Steve <br />Schneider, Applicant, spoke to his intent to sell <br />Minnesota-based wines. Steve Burwell, resident and <br />owner-operator of Fairview Wine & Liquor, did not <br />oppose the Applicant selling Minnesota-based wines but <br />expressed concern about saturation of off-sale liquor <br />licenses on Fairview. Jamnik clarified that the <br />application was for wine only. Kough asked about the <br />City fee for off-sale and on-sale licenses. Kysylyczyn <br />closed the public hearing, laid the liquor license issue on <br />the table, and turned to Agenda Item IV A., the Love <br />from Minnesota request for a conditional land use <br />permit. <br />IV. Land Use <br />A.
