Kough asked about the location of the garden shed. Klausing asked about what hardship there might be to remove the shed. Kough amended his motion to delete the phrase "landscaping along the north property line" from paragraph 7.2 of the Project Report. Kysylyczyn, as the seconder, agreed to Kough's proposed amendment. Klausing, Maschlca, and Schroeder spoke against the amendment. Kough withdrew his amendment. Roll Call (on original motion), Ayes: Maschka, Schroeder, Klausing, Kough, Kysylyczyn. Nays: none. C. City of Roseville Request to Amend the Comprehensive Land Use Map Designation of the 35 Acre Area Commonly Known as the Arona/Hamline Neighborhood by Adding a Master Plan for Future Mixed Uses (PF3243) Kough moved, Kysylyczyn seconded, adoption of a resolution revising the text and land use map designations of the City of Roseville Comprehensive Plan by incorporating the Arona-Hamline neighborhood master plan of 2002, subject to Metro Council review and approval. Welsch overviewed this request to amend the City Comprehensive Plan. He described the specific changes to the land and the zoning. He briefly surveyed the history of the site, including the various redevelopment concepts. He reviewed the demographics of this planning district and the planning principles for the master plan. Finally, he summarized the Planning Conllnission's unanimous reconllnendations. Klausing asked about the viability of small neighborhood retail centers, such as the Hamline Center. He also asked about selling or leasing the Arona site. Finally, he asked a series of questions about senior housing, affordable housing and a mixture of uses on the site.
