Kough asked the Applicant whether it was a <br />hardship to plant additional trees to screen the garage. <br />Kough asked about the location of the garden shed. <br />Klausing asked about what hardship there might be to <br />remove the shed. <br />Kough amended his motion to delete the phrase <br />"landscaping along the north property line" from <br />paragraph 7.2 of the Project Report. Kysylyczyn, as the <br />seconder, agreed to Kough's proposed amendment. <br />Klausing, Maschlca, and Schroeder spoke against the <br />amendment. Kough withdrew his amendment. <br />Roll Call (on original motion), Ayes: Maschka, <br />Schroeder, Klausing, Kough, Kysylyczyn. Nays: none. <br />C. City of Roseville Request to Amend the <br />Comprehensive Land Use Map Designation of the 35 <br />Acre Area Commonly Known as the Arona/Hamline <br />Neighborhood by Adding a Master Plan for Future <br />Mixed Uses (PF3243) <br />Kough moved, Kysylyczyn seconded, adoption of a <br />resolution revising the text and land use map <br />designations of the City of Roseville Comprehensive <br />Plan by incorporating the Arona-Hamline neighborhood <br />master plan of 2002, subject to Metro Council review <br />and approval. <br />Welsch overviewed this request to amend the City <br />Comprehensive Plan. He described the specific changes <br />to the land and the zoning. He briefly surveyed the <br />history of the site, including the various redevelopment <br />concepts. He reviewed the demographics of this <br />planning district and the planning principles for the <br />master plan. Finally, he summarized the Planning <br />Conllnission's unanimous reconllnendations. <br />Klausing asked about the viability of small neighborhood <br />retail centers, such as the Hamline Center. He also asked <br />about selling or leasing the Arona site.
