City Council Minutes - 03/25/02 <br />Page 8 <br />Welsch summarized the three requests for Council action <br />on this agenda item. <br />Kysylyczyn moved, Klausing seconded, to approve the <br />First Phase of the General Concept Plan of the Arona <br />Site Planned Unit Development, creating the foundation <br />from which a developer (selected by the City Council) <br />will design and submit for processing the General <br />Concept and Final Development Plan as required in <br />Section 1008 of the Roseville City Code, for a <br />predominantly residential redevelopment consistent with <br />the purpose and intent of the Arona/Hamline <br />Neighborhood Master Plan and Section 4.7 of this report, <br />Recommended Redevelopment Concepts. Roll Call, <br />Ayes: Maschka, Schroeder, Klausing, Kough, <br />Kysylyczyn. Nays: none. <br />Kough moved, Klausing seconded, to find that the <br />Project is consistent with the Arona/Hamline <br />Neighborhood Master Plan (Comprehensive Plan) in <br />terms of general density, size, diversity of housing stock <br />and attempting to meet life cycle housing needs of <br />residents, and to approve the first reading of an <br />ordinance rezoning of the parcel from Limited Business <br />District (B-1) to Planned Unit Development (PUD) with <br />an underlying zoning of General Residence District (R- <br />3). It is understood that the PUD cannot take effect until <br />after the approval of the Concept Plan, approval of the <br />second reading of the zoning ordinance, approval of the <br />final PUD and subdivision agreements and publication of <br />the approved ordinance. <br />Klausing spoke in favor of giving Roseville seniors a <br />first opportunity to buy or rent senior housing at Arona- <br />Hamline. <br />Roll Call, Ayes: Maschka, Schroeder, Klausing, Kough, <br />Kysylyczyn. Nays: none <br />Klausing moved, Kough seconded, to direct the staff to <br />prepare a Request for Proposals, based on the approved <br />First Phase General Concept Plan and the first reading of <br />a PUD ordinance for the Arona site, and to return with <br />
