Nays: none. <br /> <br />B. <br /> <br />Report on Home Improvement Rebate Program; and <br />Consider Accepting a Met Council grant to Purchase <br />Homes owned by Senior Citizens, Renovating them, <br />and Reselling them to First-time Home Buyer <br />Families <br />Bennett presented. She summarized the $400,000 in <br />grants from the Met Council, Minnesota Fair Housing <br />Agency, and Family Housing Fund. The purchases of <br />private homes are voluntary and at fair market value. <br />The program would be administered by the Greater <br />Metropolitan Housing Corporation Housing <br />Redevelopment Authority. She noted that the Housing <br />Resource Center has relocated to Shoreview. <br />Klausing asked how the funding pass-through agency is <br />determined. He also asked what advantages this <br />program creates for Roseville. <br />Kough moved, Schroeder seconded, to accept the funds <br />on behalf of the Coalition communities and in turn relay <br />the funds to the HRC for distribution as outlined in the <br />application. (The application has favorable <br />recommendation by the Metropolitan Council Livable <br />Communities Committee. Metropolitan Council Board <br />will consider the application for final approval in late <br />May. If awarded, the City will be required to enter into a <br />cooperative agreement with Metropolitan Council for the <br />distribution to the HRC per the program outlined in the <br />application.) Nays: none. <br /> <br />C. <br /> <br />Report about Potentially Establishing a Roseville <br />Housing Resource Agency (HRA) - see also Agenda <br />Item VIII. B. <br />Welsch overviewed this item. Bennett described <br />Roseville's current housing stock - single-family homes, <br />apartments, condominiums and town homes. She <br />explained the purposes and potential value of a HRA in <br />improving housing stock. <br />Maschka asked about the status of the city's Housing <br />Fund. Maschka indicated concerns about another layer <br /> <br />Home Improvement <br />Program & <br />Met Council Grant <br /> <br />Resolution 9994A <br />Establish Public <br />Hearing <br />Housing Resource <br />Agency <br />
