He also was concerned about an <br />HRA Board if it did not consist of a majority of elected <br />officials. <br />Kysylyczyn asked about dedicated federal funding <br />programs for HRA's. <br />Ed Burrell, resident, expressed concerns about an HRA. <br />He believes creating a Roseville HRA now is premature. <br />He also outlined potential use of CDBG funds in lieu of <br />creating an HRA. He noted a potential increase of <br />$300,000 in Roseville residents' tax levy if an HRA is <br />created. Finally he noted ethics concerns with other <br />HRA's. <br />Maschka asked about general obligation bonds. <br />Kough spoke in favor of an HRA hearing. <br />Kysylyczyn asked Miller to reply to Burrell's comments. <br />Schroeder spoke in favor of the resolution calling for a <br />public hearing. <br />Klausing expressed concerns whether an HRA was the <br />best way to address Roseville' s housing needs. <br />Kysylyczyn spoke in favor of the motion and in favor of <br />an HRA. He expressed support for a dedicated group of <br />housing experts serving as HRA board members. <br /> <br />Kough moved, Schroeder seconded, adoption of a <br />resolution to schedule a public hearing on June 10, 2002 <br />to address the question of the need for a Housing and <br />Redevelopn1ent Authority to function in the City of <br />Roseville, and to further direct the City Manager to <br />publish the notice of public hearing the week of May 20, <br />2002 in the local legal newspaper. Seek Council Direction Regarding Attorney Attorney Contracts <br />Contracts - Civil and Prosecution <br />Maschka ci ted the cost of issuing a Request for <br />Proposals (RFP). <br />Kysylyczyn n1oved, Schroeder seconded, to issue RFPs <br />for prosecution and city attorney contracts and return to <br />City Council in July, 2002. Roll Call, Ayes: Schroeder, <br />Kough and Kysylyczyn. Nays: Klausing and Maschka. <br />
