<br />City Council Regular Meeting - 07/24/06 <br />Minutes - Page 12 <br /> <br />The applicant was present, and Mayor Klausing sought <br />comment from Mr. Young as to his concurrence with this <br />condition to plat approval. <br /> <br />Applicant, Alex Young, MSP Commercial <br />Mr. Young opined that, while he and staff had <br />incorporated and revised the plat in accordance with <br />Planning Commission and public comments at the <br />Planning Commission Public Hearing and had added <br />additional screening along the Pascal side, he was willing <br />to work with staff to achieve the goals, by carrying the <br />berm over further, providing that the trash enclosure could <br />be incorporated; and if the condition were consistent with <br />discussions to-date. <br /> <br />Maschka moved, Pust seconded, approval of the <br />PRELIMINARY and FINAL PLAT of MSP for the <br />Addition of a two lot subdivision at 2700 Snelling <br />A venue, based on the comments in Section 5 and the <br />conditions of Section 6 of the project report dated July 24, <br />2006; amended to add a condition to require screening and <br />a landscaped berm, subject to Community Development <br />Department staff approval, along the Pascal A venue side <br />to screen the subject property from the residential side, <br />impacting Lot 2 only. <br /> <br />Roll Call <br />Ayes: Maschka; Pust; Ihlan and Klausing. <br />Nays: None. <br /> <br />7. <br /> <br />Public Hearing for a Time Variance for the County Road C <br />Phase II Reconstruction Project <br />City Engineer Debra Bloom presented a request from Ramsey <br />County's contractor, PCI, to extend working hours on Saturday <br />to ensure completion of the County Road C reconstruction <br />project on time. The request is seeking a variance to City Code, <br />Section 405.03 from 9:00 a.m. to 9:00 p.m. on weekends to begin <br />at 7:00 a.ill. on Saturdays only for the duration of the project. <br />Ms. Bloom advised that the public had been noticed for all <br />properties within 350' of the corridor, and that staff had only <br />received several calls supporting the proposal.
