" <br /> <br />Roll Call <br />Ayes: Maschka; Pust; Ihlan and Klausing. <br />Nays: None. <br /> <br />8. <br /> <br />Discuss Railroad Easement Requirements for the S Owasso <br />Street Project <br />City Planner Bloom reviewed the South Owasso Boulevard <br />reconstruction project, and the two foot easement for <br />construction of a sidewalk along the section of road adjacent to <br />the railroad tracks, as well as an eight foot wide easement to <br />construct two parking bays on the south side of the road to <br />accommodate on-street parking. Ms. Bloom noted that, in <br />working with the BNSF Railroad management company on the <br />issues since late last year, it was understood that construction of <br />a fence along the sidewalk would not be necessary due to the <br />minimal encroachment. Thus, Ms. Bloom noted that plans were <br />awarded accordingly to include fencing only along the sidewalk <br />adjacent to the two parking bays being constructed. <br /> <br />However, since that time, and upon review of the agreements by <br />the BNSF Public Works Department, the railroad is requiring an <br />additional requirement on the sidewalk easement, for <br />construction of a six foot high fence along the entire length of the <br />new sidewalk. Ms. Bloom noted that the addition of an <br />additional 3,500 feet of fence to the project would mean a <br />substantial increase in cost, and City Council approval. <br /> <br />Staff provided three options for Council consideration, and <br />subsequent additional costs to the project. Options included: <br />building the sidewalk and installing a six foot high fence as <br />required by the railroad; building a five foot wide sidewalk <br />without fence, and by narrowing the sidewalk from the standard <br /> <br />Railroad Easement <br />Requirements <br />S Owasso Street <br />Project <br />
