<br />City Council Regular Meeting - 07/24/06 <br />Minutes - Page 14 . <br /> <br />six foot to five foot, eliminate the need for a sidewalk easement, <br />with the sidewalk constructed entirely on City right-of-way and <br />eliminating the need to purchase the easement for the sidewalk, <br />with the railroad indicating that they would not require a fence <br />since the encroachment was eliminated; or not building a <br />sidewalk at this time, even though a commitment was made to <br />the residents that a sidewalk would be constructed as part of the <br />project, and noting that later construction of a sidewalk would <br />not be eligible for State Aid funds. <br /> <br />Ms. Bloom noted that staff was recommending Option 2, <br />construction of a five foot wide sidewalk and no fence; opining <br />that the sidewalk was a critical component to the construction <br />project, as well as the neighborhood; and recognizing the limited <br />use of that section of the railway, and located entirely on City <br />right-of-way, eliminating the need to purchase the easement for <br />the sidewalk. <br /> <br />Discussion included users of the sidewalk (pedestrian and/or <br />bicycle traffic); 28' width of the road allowing bicycle traffic; <br />and preferences of the residents from previous neighborhood <br />meetings. <br /> <br />Public Works Director Duane Schwartz advised that the <br />remaining portion of the sidewalk would remain unchanged, at <br />the six foot width. <br /> <br />Council consensus was that staff s recommendation was a <br />reasonable solution; and expressed their endorsement of and <br />appreciation to staff for their innovative and creative problem- <br />solving, as well as preserving the project while not costing the <br />taxpayers additional money. <br /> <br />There were no public comments on this issue. <br /> <br />Maschka moved, Klausing seconded, approval of staffs <br />recommended Option 2, building a 5 foot wide sidewalk without <br />any fence; by narrowing the sidewalk from our standard 6 foot to <br />5 foot. <br />
