<br />City Council Regular Meeting - 07/24/06 <br />Minutes - Page 20 <br /> <br />the consent of the sender. <br /> <br />Councilmember Ihlan further proposed that the City's <br />website include a statement clarifying who receives e- <br />mails sent to citv.council@ci.roseville.rnn.us. <br /> <br />Councilmember Ihlan referenced Minnesota Statues 2005, <br />Section 13.601, Subd. 2 related to Elected and appointed <br />officials and their correspondence. <br /> <br />Discussion included the individual City Councilmember <br />interpretations of State Statute and private data concerns; <br />Identification of the problem attempting to be addressed <br />by Councilmember Ihlan's proposed policy; and need for <br />transparency for public policy purposes. <br /> <br />Substantial discussion continued related to lack of citizen <br />complaints; full disclosure and expectations of public <br />review and areas of public interest; inconsistencies with <br />current City ordinance in attempting to contain e-mail <br />correspondence; and need to respect privacy and the <br />expectations. <br /> <br />It was consensus of Councilmembers present, with the <br />exception of Councilmember Ihlan, that language should <br />be included on the City's website regarding; but limited <br />support for not providing that staff could forward e-mails <br />to interested parties or third parties. <br /> <br />City Attorney Anderson concurred with the interpretation <br />of Mayor Klausing and Councilmember Pust in <br />addressing First Amendment rights for a Council person <br />to disseminate information to the public; and supported <br />the statement on the website; with further discussion of <br />the Council on how far they wanted to address receipt of <br />e-mails from a recipient to the Chief Administrative <br />officer of the City or as delegated. <br /> <br />City Attorney Anderson advised that anyone sending <br />anything to an elected official could not expect privacy, <br />as a matter of good public policy, that language would be <br />
