<br />City Council Regular Meeting - 07/24/06 <br />Minutes - Page 4 <br /> <br />testing and other personnel-related matters for the Police <br />Department. <br /> <br />The operation, duties, and responsibilities of the Police <br />Commission <br />Chair Houck noted that the commission was organized <br />under State Statute and City Ordinance, and responsibilities <br />were set by those regulations to ensure fairness, <br />impartiality and consistency with new hiring procedures, <br />Veteran's preference compliance, firing, leave taking <br />and/or discharges. Chair Houck recognized that the lack of <br />meetings required spoke highly of the City's Police <br />Department, their Human Resources Department, and the <br />professionalism of the department itself. <br /> <br />Chair Houck opined that the City's Police Department was <br />one of the best in the metropolitan area; and that it was a <br />pleasure to serve on the commission. <br /> <br />Chair Houck sought the City Council's unwavering support <br />for the Police and Fire Departments, as a core service to the <br />community; and asked that attempts be made to avoid the <br />increasing metropolitan crime wave from impacting our <br />community as a first-ring suburb. Chair Houck opined that <br />the Departments have a tendency to get taken for granted, <br />until they're needed, and the citizens had a right to and <br />expected the City Council to maintain the community's <br />high expectations for their continued safety and quality of <br />life. Chair Houck respectfully asked that the City Council <br />keep that in mind during their budgeting process to ensure <br />the Police and Fire Departments were properly funded. <br /> <br />Questions and Answers <br />Mayor Klausing concurred with Mr. Houck's observation <br />that the reason the City Council didn't hear much of the <br />Civil Service Commission was because the system worked <br />so well and that the Police Department was a victim of its <br />own success. Mayor Klausing opined that the City was not <br />aware of the Department and all they did until they <br />personally needed their services, and reflected on the good <br />job they did. <br />
