City Council Regular Meeting - 08/14/06
Minutes - Page 4

discussion was ongoing and dependent on the outcome of the
proposed rental licensing ordinance; education pieces; and
addressing issues (i.e., parking, number of occupants based on
square footage; etc.).

Councilmember Pust suggested that the HRC take their meetings
outside of City Hall to the community and where minority
concentrations were apparent; and opined that the HRC were the
City Council's emissaries in the community.

Commissioner McGehee suggested development of an
information packet for new residents that provided government
information (i.e., how to become involved in the community; city
government structure; how to obtain the free government access
cable programming; the process for serving on an advisory
commission; and ordinances that affect day-to-day life).
Commissioner McGehee also suggested city support for block
parties and other neighborhood efforts to get people aware of
their neighbors.

Councilmember Pust noted that packets were already available,
but perhaps needed to be updated; and suggested the HRC work
with staff in updating the information packets.

Commissioner McGehee addressed the community image
projected (i.e., Police Department); complaints she'd personally
fielded related to the City's squad cars going too fast in
residential areas, making them dangerous. Commissioner
McGehee questioned if the community was receiving adequate
response from the City related to those public safety concerns.

Commissioner McGehee also addressed Police Department use
of tasers on community youth and whether the Council needed to
have policies in place related to their use. Commissioner
McGehee further addressed underage drinking, safety and family
issues in the community; median age and experience level of the
City's Police Department; and lack of consistent residential
neighborhood patrols to increase community dialogue with local
law enforcement officers.

Discussion included the lack of diversity of the City's Police
