<br />City Council Regular Meeting - 08/28/06 <br />Minutes - Page 10 <br /> <br />neighborhood through numerous meetings; voluntary enrollment <br />with the Minnesota Pollution Control Agency (MPCA) for clean <br />up of site contamination; rationale for commercial versus <br />residential zoning; and the upcoming November 1, 2006 grant <br />applications deadline for clean up funds. Mr. Mahs addressed <br />the desire to balance issues among the district, neighborhood and <br />the City; anticipated market value of single-family and multi-unit <br />town homes; loss of anticipated HRA gap financing with the <br />current proposal in meeting neighborhood concerns; and benefits <br />to the City in getting the land back on the tax rolls. <br /> <br />Mr. Mahs spoke to the many neighborhood meetings held with <br />over 70 households solicited to attend each meeting, and only 7- <br />10 regularly attending. Mr. Mahs noted the School District's <br />desire to accommodate the neighborhood, but opined that all <br />parties would not be completely satisfied with any plan - <br />including the School District and the City. <br /> <br />Mr. Mahs requested that the City Council take action tonight to <br />move this project forward without further delay. <br /> <br />Mayor Klausing expressed concern that the plan to be presented <br />tonight had undergone additional changes since the Planning <br />Commission meeting of August 2, 2006, and asked if there <br />would be time for the Planning Commission to review the newest <br />proposal and still allow the applicant to meet MPCA grant <br />application deadlines. <br /> <br />Mr. Mahs, respectful of the Planning commission Public Hearing <br />process and notice requirements, opined that there would not be <br />adequate time to meet the application deadlines with an <br />additional Public Hearing, without delaying the project further, <br />and grant applications to April 1, 2007. <br /> <br />Developers: Bob Moser of Moser Homes and co-applicant <br />Steve Zawadski of Zawadski Homes <br />Mr. Moser outlined the original project goals and evolvement of <br />the plan as neighborhood comments were incorporated and <br />concerns addressed.
