<br />City Council Regular Meeting - 08/28/06 <br />Minutes - Page 21 <br /> <br />Human Resources Director Eldona Bacon presented a proposed <br />search process and timeline; job description and salary range; <br />and City Manager recruitment brochure and advertisement, a <br />process previously authorized by the City Council at their July <br />24, 2006 meeting. <br /> <br />Ms. Bacon advised that the proposed timeline, reflecting a <br />regional search, would accommodate hiring of a search firm at <br />an estimated cost of $3,000 to do initial reviews of applications <br />to determine qualifications; and timing of other City activities <br />and events; budget development; employee benefit renewals; and <br />COLA adjustments and contract negotiations for the following <br />year. <br /> <br />Councilmember Ihlan opined the need to shift the timeline to <br />advertise in November following elections; and for interviews to <br />be held in January when a new City Council would be in place. <br /> <br />Councilmember Kough addressed educational qualifications <br />being sought; as well as contract provisions and negotiations. <br /> <br />Mayor Klausing clarified that contract negotiations would be <br />held following offer to a qualified candidate. <br /> <br />Councilmember Pust complimented those involved in putting <br />together the recruitment brochure, for its input and readability. <br /> <br />Councilmember Pust suggested numbering pages in the <br />recruitment brochure, including language related to current <br />strategic planning undertaking by the City Council, as well as the <br />Community Visioning in process. <br /> <br />Councilmember Pust opined that, while Councilmember Ihlan's <br />suggestion for moving the timeframe made some sense, all <br />applicants having served for at least ten years in the role of City <br />Manager were used to working with a variety of elected officials, <br />and the changes in those roles. Councilmember Pust further <br />opined that, from a citizen standpoint, the City Council was <br />elected to do the job of the City every day, and when important <br />decisions were delayed, that was not how citizens wanted the <br />City Council to prioritize their work.
