<br />City Council Regular Meeting - 08/28/06 <br />Minutes - Page 22 <br /> <br />opined that if the timeframe was doable, that should be the only <br />consideration, and not based on Council elections. <br /> <br />Mayor Klausing opined the need to keep the process moving <br />forward and selection process proceeding. <br /> <br />Ihlan moved, Kough seconded, adjusting the search process and <br />time line forward to advertise in November of 2006; with the <br />interview process moved forward after January 1,2007 after the <br />new Council is in place. <br /> <br />Kough spoke in support of the motion, opining that applicants be <br />aware, at their interview, of whom they'll be working for on the <br />City Council. <br /> <br />Councilmember Maschka spoke in opposition to the motion. <br /> <br />Councilmember Ihlan spoke in support of the motion; opining <br />that Councilmembers should be able to chose the City Manager <br />they'll be working with and reflect the representation of the <br />people. <br /> <br />Roll Call <br /> <br />Ayes: Ihlan and Kough. <br />Nays: Pust; Maschka; and Klausing. <br />Motion failed. <br /> <br />Additional discussion included the salary range of $102,544 - <br />$123,552, brining the City Manager position within the 97% <br />average range as provided for other exempt staff, represented by <br />the Stanton 5 average pay ranges for non-union members. <br /> <br />Klausing moved, Pust seconded, approval of the City Manager <br />Recruitment Brochure and Advertisement as presented; approval <br />of the City Manager Recruitment Process and Timeline as <br />presented, including search firm hire in an amount not to exceed <br />$3,000 for initial application review and screening of first round <br />interview candidates; and approval of the City Manager Salary <br />Range and Job Description as presented in the Staff Report dated <br />August 28, 2006. <br /> <br />Councilmember Ihlan spoke in opposition to the motion, opining <br />
