<br />City Council Regular Meeting -10/09/06 <br />Minutes - Page 8 <br /> <br />3.j <br /> <br />Approve Public Improvement Contract for Moore's <br />McCarrons Preserve <br />At the request of Mayor Klausing, Interim City Manager <br />Chris Miller briefly reviewed the proposed Public <br />Improvement Contract as presented. <br /> <br />Councilmember Ihlan noted that, at the previous Council <br />meeting when the plat was approved, a condition of the <br />approval was that developers consult with the Department of <br />Natural Resources (DNR) regarding Snapping Turtle habitat <br />in the area of the development, and questioned why she was <br />not seeing that included in the Public Improvement Contract. <br /> <br />Mr. Miller advised that that land use condition would not <br />normally be incorporated into a Public Improvement <br />contract. <br /> <br />Councilmember Ihlan questioned how the condition would <br />be enforced to remain consistent with City Council approval. <br /> <br />Community Development Director John Stark advised that <br />the condition was part of the final subdivision plat approval <br />process; and while not finalized, Associate Planner Bryan <br />Lloyd had been in contact with the DNR and could provide <br />their response to the City Council. Mr. Stark noted that the <br />DNR indicated that there were no known protected species <br />within the development area. <br /> <br />Maschka moved, Kough seconded, approval of the Public <br />Improvement Contract between the City of Roseville and <br />Moore's McCarrons' preserve as presented. <br /> <br />Roll Call <br />Ayes: Kough, Maschka; Ihlan; Pust and Klausing. <br />Nays: None. <br /> <br />4.a <br /> <br />Reimbursable Twin Lakes Expenses <br />Interim City Manager Miller briefly reviewed the costs for <br />Tax Increment District #17 related to professional services <br />for the Twin Lakes Project. <br /> <br />Public <br />Improvement <br />Contract <br />Moore's <br />McCarrons <br />Preserve <br /> <br />Reimbursable Twin <br />Lakes Expenses <br />
