Several other handouts were <br />referenced; and the public was referred to the School's web site <br />for additional information. <br /> <br />Discussion ensued between Councilmembers, Mr. Sunberg and <br />Dr. Witthuhn and included educational mailings and their value; <br />projected deficits without the levy; projected declining <br />enrollment and the relationship to the state funding formula; <br />continued downsizing of the District; fewer facilities and smaller <br />support staff; loss of elementary students to St. Anthony and <br />surrounding districts; funding levels; nationwide health care <br />costs; and special education funding. <br /> <br />Additional discussion included unfunded mandates, alternatives <br />and consequences; Board decisions to reduce expenses if the <br />levy fails; and re-energizing parents to move through the <br />legislative process for remedy. <br /> <br />6. <br /> <br />Discussion of 2007 Legislative Program <br />Interim City Manager and Finance Director Chris Miller noted <br />that, prior to each legislative session, the City Council is asked to <br />discuss their priorities for issues or opportunities affecting <br />Roseville for formal communication to the State Legislation. <br />Mr. Miller outlined four issues and opportunities that impact <br />Roseville and for which additional legislation might be needed, <br />and reviewed each item in more detail. <br />1) Local Option Sales Tax; <br />2) Inclusion of the OVAL into the Operating Budget of a <br />State Agency (partial funding); <br />3) Transportation Issues; and <br />4) Election Reforms. <br /> <br />Local Option Sales Tax <br />Mr. Miller provided a history of the local option sales tax; a list <br />of the jurisdictions currently having a local sales tax of either <br />0.50% or 1.00% (twenty-one cities); impacts; public policy <br />issues; and statutory requirements, including a resolution of <br />support from the City Council, and if authorized by the <br />legislature, the question must be put to a vote at a general <br />election. <br /> <br />2007 Legislative <br />Program <br />
