<br />City Council Study Session -10/16/06 <br />Minutes - Page 3 <br /> <br />Councilmember Maschka spoke in support of such enabling <br />legislation as an important tool for the City when faced with <br />long-term, capital needs, maintaining local control by public <br />vote. <br /> <br />Mr. Miller noted that the state has looked at regional benefits <br />prior to past approvals, beyond the local jurisdiction (i.e., <br />regional centers in a specific geographical area); and areas that <br />would apply (i.e., OVAL and Central park) due to their regional <br />service. Mr. Miller noted that the OVAL, for example, has more <br />non-residents using it than local residents. Mr. Miller also <br />addressed potential dialogue needed with other surrounding <br />jurisdictions that may lend support; as well as those who may be <br />opposed (i.e., Chamber of Commerce due to potential business <br />climate negatives). <br /> <br />Discussion included how to achieve some balance or equality <br />due to fiscal disparities; current trend at the state level to restore <br />cuts to Local Government Aid (LGA); preferences for a local <br />sales tax versus bonding for capital improvements to spread the <br />cost outside Roseville taxpayers to those benefiting from specific <br />services; and beneficiaries of various projects, as well as impacts <br />on the business community. <br /> <br />Councilmember Pust noted that the OV AL meets the regional <br />community needs for youth, and could be linked with additional <br />needs of surrounding communities for additional youth facilities <br />and opportunities. <br /> <br />Staff was directed to provide additional preliminary information <br />to the City Council and report at a later date regarding: more <br />specific uses in addition to the OVAL; specific improvements <br />that may qualify as regional in nature; business interest input; <br />and staff thoughts regarding implementation. Mayor Klausing <br />clarified that staff was directed to seek very preliminary <br />information; and were not authorized to proceed to the <br />legislature looking for support. <br /> <br />Inclusion of the OVAL into the Operating Budget of a State <br />Agency (partial funding) <br />
