Roll Call, Ayes: <br />Maschka, Schroeder, Kough, Klausing, and Kysylyczyn. <br />Nays: none. <br /> <br />c. <br /> <br />Kysylyczyn moved, Schroeder seconded, as follows: <br /> <br />Legal Firms <br /> <br />"I move to direct staff to present a summary of all City <br />Attorney applicants, and recommend to the City Council <br />no less than four firms for each legal category." <br /> <br />Klausing asked about the process for selecting a city <br />attorney and a Plan B form of government. <br />Kough spoke about hiring and firing personnel and <br />savIng money. <br />Klausing spoke against the motion. <br />Schroeder spoke in favor of the motion. <br />Maschka spoke against the motion. <br />Kough spoke in favor of the motion. <br /> <br />Roll Call, Ayes: Schroeder, Kough, and Kysylyczyn. <br />Nays: Maschka and Klausing. <br /> <br />D. <br /> <br />Kysylyczyn moved, Schroeder seconded, effective Hiring Freeze <br />immediately, to impose a hiring freeze on full-time <br />positions other than Police Chief, to sunset after the 2003 <br />City Budget is finalized. <br /> <br />Schroeder said Staff could come to the Council for an <br />exception if necessary. Kough said the hiring freeze was <br />temporary. Klausing objected to the absence of any <br />material on the subject and asked for a copy of the <br />written motions of Kysylyczyn. <br /> <br />Roll Call, Ayes: Schroeder, Kough and Kysylyczyn. <br />Nays: Maschka and Klausing. <br />
