Nays: <br />Maschka, Klausing and Kough. Motion fails. <br /> <br />III. Hearings <br /> <br />A. Street Assessment Hearing Street Assessment <br />Kysylyczyn moved, Schroeder seconded, Schroeder's <br />July 12th Assessment Policy Proposal with the following <br />amendments to the proposed motion on pg. 3 of that <br />document: <br />· that the remaining Larpenteur Road Project <br />assessments be zeroed out; <br />· that the City's current developer requirements, <br />establishing 100% developer responsibility for <br />project-related infrastructure improvements, <br />remain unaffected; <br />· that Schroeder's proposed 25% assessment rate for <br />commercial and residential properties applies to <br />County-State Aid roadways (CSA) as well as <br />Minnesota-State Aid (MSA) roadways. <br /> <br />Schroeder then summarized his proposal. <br /> <br />Kough asked for clarification about developers' <br />responsibilities. He also asked about sidewalks on city <br />streets. <br /> <br />Kysylyczyn asked for Public Comment. <br /> <br />· Al Sands: If people request, they pay. As to non- <br />
