<br />City Council Minutes - 07/22/02 <br />Page 9 <br /> <br />of Mr. Welsch; Economic Development Specialist Cathy <br />Bennett; City Planner Thomas Paschke; and Assistant <br />Public Works Director Deb Bloom. <br /> <br />Staff provided a matrix used for scoring each proposal <br />based on affordability, building design, site design, public <br />Open Space and amenities, connectivity, senior housing, <br />overall team experience/knowledge of <br />proposal/qualifications, and overall meeting the Master <br />Plan objectives as set by the City Council. <br /> <br />Mr. Welsch advised that staff has received refinements on <br />several proposals after their initial interview with the <br />Review Team. <br /> <br />Discussion was held as to the length of time allowed for <br />interviewing each firm. Mr. Welsch advised that more <br />time would be appropriate as each proposal is quite <br />complex; with staff having allowed approximately one (1) <br />hour per proposal. <br /> <br />Councilmember Kough asked for clarification on whether <br />residential concerns regarding green space and access had <br />been addressed by all four recommended developers. Mr. <br />Welsh responded in the affirmative. <br /> <br />Mr. Welsh stated that the Review Team would like to <br />have a preliminary developer selection for Council action <br />at their August 19, 2002 meeting. <br /> <br />Councilmember Schroeder expressed his appreciation to <br />the Review Team for the matrix format and commended <br />them on their interview process, a portion of which he <br />had been able to observe. <br /> <br />Councilmembers Schroeder and Maschka concurred that <br />a one (1) hour interview would be more beneficial, due to <br />the impact to the neighborhood and the city as a whole, in <br />addition to the amount of work to-date provided by each <br />developer. <br />
