<br />City Council Minutes - 08/19/02 <br />Page 10 <br /> <br />to the cooperation with the neighborhood of Mr. Howe <br />as a developer and the quality of his housing projects. <br /> <br />Burton Emerson, Jr., 2275 West County Road B <br />Mr. Emerson stated that he was a twenty-year resident of <br />the neighborhood, and reiterated that the proposed <br />drainage improvements were needed, and supported the <br />proposed development. <br /> <br />Councilmember asked questions of staff and the <br />developer. <br /> <br />Discussion items included park dedication acreage <br />(estimated at 2/3 of an acre); open space within the <br />immediate area; whether to table the request for <br />additional information; and potential rejection of the <br />final site plan when it is presented, if concerns remained. <br /> <br />City Attorney Jamnik and Community Development <br />Director Welsch reminded Councilmembers of the 60- <br />day rule for a zoning request, stating that September 20th <br />would be the last day for action unless an extension were <br />received. <br /> <br />Councilmembers concurred that they were listening to <br />public comment, that their decisions were not made <br />lightly, and they needed to look at the overall picture. <br />Councilmembers Klausing and Maschka expressed their <br />cautious support of this request, however were concerned <br />about open space and the density of the development. <br /> <br />Klausing moved, Maschka seconded approval of the <br />General Concept Plan of the Planned Unit Development <br />and Preliminary Plat for the development of the 6.9 acre <br />parcel located at 2245, 2263 and 2275 County Road B <br />into owner-occupied town home units on a looped road <br />with associated site improvements, subdivided under the <br />Community in Common (CIC) plat format, subject to the <br />comments and findings in Section 5 of the project report <br />dated August 7, 2002, with additional conditions that, <br />upon completion of a final Site Plan, the developer <br />
