<br />Special City Council Minutes - 09/03/02 <br />Page 11 <br /> <br />Mayor Kysylyczyn called the motion. <br /> <br />Ayes: <br />Nays: <br />Abstentions: <br /> <br />Roll Call <br />Klausing, Kough, Schroeder and Kysylyczyn. <br />None. <br />Maschka. <br /> <br />Kysylyczyn moved to direct staff to draft a resolution of <br />Council support for the previously adopted resolution to <br />include the Charter Language Vote on the November 5, 2002 <br />General Election. <br /> <br />Councilmember Klausing asked for the rationale for this <br />motion, with Mayor Kysylyczyn responding that the previous <br />action had been ministerial, not necessarily expressing support. <br /> <br />City Attorney was asked for a legal opinion, and concurred <br />with Councilmember Klausing's interpretation that the motion <br />implied support. <br /> <br />After further discussion, Councilmember Schroeder seconded <br />the motion to direct staff to draft a resolution of Council <br />support for the Charter Language proposal. <br /> <br />Mayor Kysylyczyn polled Councilmembers for their <br />comments, and called the motion. <br /> <br />Ayes: <br />Nays: <br />Abstentions: <br /> <br />Roll Call <br />Schroeder and Kysylyczyn. <br />Maschka and Klausing. <br />Kough. <br /> <br />Motion failed. <br /> <br />Mayor Kysylyczyn allowed public comment. Ms. Sobola, <br />Secretary of the Charter Commission during the last term, <br />spoke to the language of the Charter Commission Minutes that <br />neither Charter Commission nor Council members could take a <br />position on the Charter.
