<br />Special City Council Minutes - 09/03/02 <br />Page 3 <br /> <br />City Manager Beets alerted Mayor Kysylyczyn, due to the <br />Mayor's absence at the August 19, 2002 meeting, that a <br />corrected copy of the resolution was provided as a bench <br />handout at the August 19th meeting, which corrected the <br />calculation error. The adopted resolution represented a 1.65% <br />preliminary levy increase from the adopted 2002 levy, and <br />renamed proposed Housing and Redevelopment Authority <br />(HRA) allotted funds to a Contingency Fund, available for <br />other uses. <br /> <br />Mayor Kysylyczyn expressed his concern that in the Truth in <br />Taxation notices delivered to the public for December <br />meetings, the public may misinterpret the actual intent of the <br />Roseville City Council. <br /> <br />Councilmember Maschka moved to continue discussion of the <br />proposed revised resolution, pending additional staff <br />comments, and potential impacts of a zero percent preliminary <br />levy. <br /> <br />Councilmember Schroeder expressed concern for adopting a <br />zero percent levy, and the impact on future levies, given the <br />potential debt to be incurred with the public safety referendum. <br /> <br />Councilmember Klausing questioned the public policy logic of <br />bringing a revised resolution at this time, following adoption of <br />the preliminary levy by a majority of Councilmembers and <br />after months of discussion and refinement by Councilmembers <br />and staff. <br /> <br />Klausing moved, Kough seconded, tabling of consideration of a <br />revised resolution showing a zero percent preliminary levy for <br />2003. <br /> <br />Mayor Kysylyczyn stated that staff and Councilmembers <br />should be prepared for another Special Council meeting, to <br />ensure adoption of a preliminary levy prior to the September <br />16, 2002 deadline for submission to the Ramsey County <br />Auditor. <br />
