<br />Special City Council Minutes - 09/03/02 <br />Page 5 <br /> <br />reiterated that the bond issue should support the project, <br />without dipping into reserves; stating that timing and <br />economics for a bond issue at this time are not prudent, with <br />School District No. 623 coming out in September with their <br />bond referendum. <br /> <br />Councilmember Klausing expressed his contemplation of <br />splitting the bond issue; but concerns regarding not bonding for <br />the full amount of the project; concerns about placement of the <br />Public Works facility; lack of consideration for a future <br />proposed community center; while supporting the needs of both <br />the Public Safety and Public Works Departments. <br />Councilmember Klausing also expressed his concern for the <br />lack of compromise in discussing the amount of the final bond <br />issue proposed to go before the referendum. <br /> <br />Klausing moved that the proj ect be separated into two bonding <br />issues, one for each facility. <br /> <br />Councilmember Schroeder opposed separating the issues, <br />stating that both facilities are needed and vital to staff servicing <br />of the public. <br /> <br />Councilmember Kough identified the substantial time and <br />money spent on these proposed projects to-date; stating he <br />would have preferred consideration of a community center <br />prior to these facilities, but recognized staff needs. <br />Councilmember Kough stated that he wanted the project to <br />move forward, and was willing to compromise and increase the <br />proposed bond issue; and asked City Manager Beets to speak to <br />the issue. <br /> <br />City Manager Beets responded that, over the last six months, <br />staff provided the City Council and the public the specific <br />needs of each respective department. Mr. Beets stated that this <br />information included detailed space needs profiles; an <br />inventory of all activities; and amenities and square footage <br />comparisons with facilities in other communities. Mr. Beets <br />further stated that, following presentation of that information, <br />staff was directed to prepare concept plans, in the most cost- <br />effective way to meet those needs, with staff having consulted <br />
