Mr. Beets stated that his interpretation was <br />that the community and City Council were supportive of the <br />proposed expansion and renovation of each facility. <br /> <br />Councilmember Kough expressed his opinion that it would be <br />less expensive to move forward at this point, rather than <br />waiting. <br /> <br />Mayor Kysylyczyn referred to his original "1-3 Plan," and the <br />public comment received over at least two years. Mayor <br />Kysylyczyn stated that the motion before the Council was for a <br />$9,000,000 bond issue, with the additional money proposed to <br />come from Building Replacement Fund reserves. <br /> <br />Councilmember Kough asked for comments from Police Chief <br />Sletner and Public Works Director Schwartz regarding their <br />respective department and facility needs; both reiterated former <br />needs that had been identified by staff. <br /> <br />Councilmember Kough again expressed his desire for a <br />unanimous vote of the Council supporting the bond issue, and <br />that a compromise on the amount of the bond issue not hold up <br />seeking the public's vote on these facilities. <br /> <br />Councilmember Maschka asked for Finance Director Miller's <br />clarification of where additional funding would come from, <br />were the Council to cap the bond issue at $9,000,000. <br /> <br />Finance Director Miller presented the funding sources he <br />identified on August 19, 2002 from three different sources: <br />Utility Funds, the existing Building Replacement Fund, and <br />General Fund reserves in an amount up to $160,000 due to the <br />Public Safety component of the proposed project. Mr. Miller <br />stated that all of the reserve funds were at strong levels, but <br />would necessitate a separate Council policy discussion to <br />determine whether or not to replenish reserves. <br /> <br />Councilmember Maschka stated that, given clarification of this <br />information, he would support a $9,700,000 bond issue, with <br />the additional $700,000 for a total project cost of $10,400,000 <br />
