<br />Special City Council Minutes - 09/03/02 <br />Page 7 <br /> <br />coming from those identified reserves; with further discussion <br />on replacement of the reserves. <br /> <br />Mayor Kysylyczyn spoke to his support of taking all of the <br />additional project cost from the Building Replacement Fund, <br />referring to his conversations with citizens concerned that the <br />project was getting too large, and his previous representation of <br />a $9,000,000 bond issue to community groups and agencies. <br /> <br />Councilmember Maschka expressed his concern regarding the <br />need to keep the Building Replacement Fund healthy, due to <br />the number of buildings owned by the City; and questioned the <br />soundness of such fiscal decisions to deplete those funds. <br /> <br />Councilmember Kough stated his desire to have the issue on <br />the ballot this fall. <br /> <br />Councilmember Klausing stated that, even though he had <br />reservations and supported splitting the project into two bond <br />issues, he was willing to compromise on a $9,700,000 to <br />achieve a unanimous Council vote. <br /> <br />Mayor Kysylyczyn again expressed his concern that, were he to <br />compromise voting on an issue over $9,000,000, the public <br />would interpret that as his going back on his word. <br /> <br />Councilmember Schroeder expressed the importance of the <br />proj ect to continue the level of services expected by Roseville <br />residents; stated that the project was conservative; and <br />encouraged the Council to come forward as a unit and vote <br />unanimously on this issue. Councilmember Schroeder stated <br />that, for those reasons, he was willing to compromise and <br />support a $9,700,000 bond issue. <br /> <br />Councilmember Kough encouraged Mayor Kysylyczyn to <br />show a willingness to compromise and join in achieving a <br />unanimous vote. <br /> <br />Councilmember Klausing stated that his comment to the public <br />on his need to compromise on this issue would be that, in order <br />to move the agenda forward and do what was best for the <br />
