<br />Special City Council Minutes - 09/03/02 <br />Page 9 <br /> <br />for Council consideration at their next regular meeting, a <br />resolution of support for the bond issue. <br /> <br />Councilmember Klausing asked the purpose of such a <br />resolution, stating the motion spoke of Council support. <br /> <br />Councilmember Maschka concurred with Councilmember <br />Klausing. <br /> <br />Mayor Kysylyczyn stated that it showed what Councilmembers <br />supported and why, and called the motion. <br /> <br />Roll Call <br />Ayes: Schroeder and Kysylyczyn. <br />Nays: Maschka, Klausing, and Kough. <br /> <br />Motion failed. <br /> <br />v. <br /> <br />Adopting a Resolution that Refers to the November Ballot <br />the Charter Commission's August 21, 2002 Proposed City <br />Charter <br />Kysylyczyn moved, Klausing seconded approval of Resolution <br />No. 10031 entitled, "Resolution to Include Language Vote on <br />the November 5, 2002 General Election," and to submit the <br />matter to Ramsey County. <br /> <br />Councilmember Klausing stated that he did not support the <br />Charter Language Vote, he seconded the motion and supported <br />its placement on the ballot as his statutory responsibility. <br /> <br />Mayor Kysylyczyn spoke of his personal support of the <br />resolution, and that he would be voting in favor of the motion <br />as a responsibility and requirement of his office. <br /> <br />Councilmember Maschka stated his lack of support, and stated <br />he intended to vote against the motion as a matter of principal, <br />and judicial license under current legislation. <br /> <br />Councilmember Kough complimented the Charter Commission <br />for their work, and stated his support of the motion as it gave <br />power back to the people.
