<br />Regular City Council Minutes - 09/30/02 <br />Page 15 <br /> <br />utilitarian items or newspaper boxes were often weighed <br />against standards, and n1ay be subject to individual site <br />evaluations. <br /> <br />Mayor Kysylyczyn spoke to the overall policy question: <br />Why were these pillars installed violating standing City <br />ordinance, when they're not infrastructure iteIns, and why <br />should the City be policed any differently than residents? <br /> <br />Counciln1en1ber Schroeder concurred. <br /> <br />Councilmen1ber Kough concurred, but questioned whether <br />all three needed to be removed; and whether the railing <br />also constituted a problem. <br /> <br />Mayor Kysylyczyn spoke to safety issues with senior <br />citizens living in housing units in the area. <br /> <br />Further discussion included relocation costs; how much of <br />the column materials would be salvageable; and the need <br />to replace pavers or fill in where the monun1ents were <br />located to create a sn100th surface. <br /> <br />Schroeder n10ved, Kysylyczyn seconded, directing staff to <br />remove the three (3) n10numents on Larpenteur Avenue; <br />Kysylyczyn offered a friendly an1endment to include <br />wording that the removed monuments be saved and reused <br />at the discretion of the Parks COl111nission; <br />Kough offered a further friendly amendn1ent that the <br />n10numents be cut off at the base, giving staff discretion <br />for the best method to carry out reuse of the monuments. <br /> <br />Klausing spoke against the motion, citing the $10,000 <br />expense to remove the poles, given the few con1plaints <br />received, and the Council's desire to retain a "Zero" levy <br />Increase. <br /> <br />Councilmen1ber Maschka concurred. <br /> <br />Councilmen1ber Kough requested additional cost estimates <br />for removal, prior to n1aking a decision. <br />
