<br />Regular City Council Minutes -10/14/02 <br />Minutes - Page 9 <br /> <br />and/or jury decision; with complex decision-making <br />dynamics. <br />4) Regarding the flag ordinance advice, City Manager <br />Beets questioned the direction provided to the law <br />firm, citing the recent Ordinance request for the <br />discharge of fire arms related to the Honor Guard. <br />5) Regarding the firms drafting of questionable <br />contracts, City Manager Beets challenged that any <br />of the sixty-four law firms would have at one time <br />or another had a judge question the contract <br />language. <br />6) Regarding the alleged serial Council n1eeting, City <br />Manager Beets stated that the City Council, not Mr. <br />J amnik, had made that decision and needed to be <br />held accountable. <br />7) Regarding the concerns of the mis-use of the City of <br />Roseville's nan1e in the firtn's lobbying efforts <br />regarding tax increment financing, in fairness to Mr. <br />J amnik and his firm, they should have an <br />opportuni ty to respond in writing to the Council <br />with an explanation. <br /> <br />City Manager Beets expressed his disappointment and <br />frustration that these concerns had not been brought <br />forward during the decision-making process, and were <br />only being brought forward at this time, particularly if <br />incumbents were not to be considered in the ranking. <br /> <br />Discussion continued with Mayor Kysylyczyn asking <br />whether City Manager Beets had been here during the tin1e <br />period of the items Mayor Kysylyczyn had raised; with <br />City Manager Beets responding in the negative. No <br />further information was available than that brought <br />forward by Mayor Kysylyczyn. <br /> <br />Mayor Kysylyczyn called the vote. <br /> <br />Councilmember Maschka stated that he would be voting <br />"nay" in order to preserve the right to put the item back on <br />the agenda upon Councilmember Kough's return. <br />
