Regular City Council Minutes -10/21/02 Page 23 Counci1member Maschka asked that staff be directed to e- mail a reminder to Counci1members the morning of November 7th; with City Manager Beets responding affirmatively. B. Human Rights Commissioner Vacancy Kough moved, Klausing seconded, authorizing staff to advertise for applicant to the Human Rights Commission to complete the term through March 31, 2005 of Ruth Stanoch who recently resigned; with appointments to be considered at the November 25, 2002 regular Council meeting. Ayes: Nays: Roll Call Maschka, Klausing, Schroeder and Kysy1yczyn. None. C. Confirm Ratwik Roszak & Maloney as City Attorney Kysy1yczyn moved, Schroeder seconded, confirming the firm of Ratwik, Roszak & Maloney as the City Attorney, subject to negotiation, and Council approval, of a final legal services agreement. Counci1member Klausing asked why Counci1members would ignore the City Manager's merit and fitness tests and subsequent recommended appointment of the firm of Campbell Knutson as the City Attorney. Mayor Kysy1yczyn called a point of order. Counci1member Klausing spoke against the motion; stating his rationale of dismissing the arbitrary information previously presented by Mayor Kysy1yczyn; while no consideration was given to the City Manager's memorandum dated October 17, 2002 regarding his investigation and findings of the allegations. Mr. Klausing referred to the comparison of public and Council information provided by City Manager Beets in his recommendation for attorney appointments, compared to the lack of public information provided by Mayor Kysy1yczyn prior to appointment of the Housing and Human Rights Commissioner Vacancy City Attorney Firm Confirmation
