<br />Regular City Council Minutes -10/21/02 <br />Page 23 <br /> <br />Counci1member Maschka asked that staff be directed to e- <br />mail a reminder to Counci1members the morning of <br />November 7th; with City Manager Beets responding <br />affirmatively. <br /> <br />B. Human Rights Commissioner Vacancy <br />Kough moved, Klausing seconded, authorizing staff to <br />advertise for applicant to the Human Rights Commission <br />to complete the term through March 31, 2005 of Ruth <br />Stanoch who recently resigned; with appointments to be <br />considered at the November 25, 2002 regular Council <br />meeting. <br /> <br />Ayes: <br />Nays: <br /> <br />Roll Call <br />Maschka, Klausing, Schroeder and Kysy1yczyn. <br />None. <br /> <br />C. Confirm Ratwik Roszak & Maloney as City Attorney <br />Kysy1yczyn moved, Schroeder seconded, confirming the <br />firm of Ratwik, Roszak & Maloney as the City Attorney, <br />subject to negotiation, and Council approval, of a final <br />legal services agreement. <br /> <br />Counci1member Klausing asked why Counci1members <br />would ignore the City Manager's merit and fitness tests <br />and subsequent recommended appointment of the firm of <br />Campbell Knutson as the City Attorney. <br /> <br />Mayor Kysy1yczyn called a point of order. <br /> <br />Counci1member Klausing spoke against the motion; <br />stating his rationale of dismissing the arbitrary information <br />previously presented by Mayor Kysy1yczyn; while no <br />consideration was given to the City Manager's <br />memorandum dated October 17, 2002 regarding his <br />investigation and findings of the allegations. Mr. Klausing <br />referred to the comparison of public and Council <br />information provided by City Manager Beets in his <br />recommendation for attorney appointments, compared to <br />the lack of public information provided by Mayor <br />Kysy1yczyn prior to appointment of the Housing and <br /> <br />Human Rights <br />Commissioner <br />Vacancy <br /> <br />City Attorney <br />Firm <br />Confirmation <br />
