<br />Regular City Council Minutes -10/21/02 <br />Page 24 <br /> <br />Redevelopment Authority members. <br /> <br />Councilmember Klausing requested Councilmember <br />Kough's rationale for supporting an appointment <br />apparently contrary to the recommendation of the City <br />Manager. <br /> <br />Councilmember Kough explained that he had been <br />impressed with the firm of Ratwik, Roszak & Maloney; <br />and agreed with Councilmember Schroeder and Mayor <br />Kysylyczyn's desire to make timely changes in consultant <br />services provided to the City. <br /> <br />Councilmember Klausing asked ifit was the intent of <br />Councilmembers and the Mayor to rej ect the City <br />Manager's recommendation and the statutory process; and <br />cited the Council's lack of consistency. <br /> <br />Mayor Kysylyczyn stated that the Housing & <br />Redevelopment Authority appointments were not part of <br />tonight's discussion. <br /> <br />Councilmember Maschka attempted to seek a legal <br />opinion of City Attorney Scott on the statutory resolution <br />of the proposed motion. <br /> <br />Mayor Kysylyczyn intervened and rejected the question of <br />the current City Attorney, citing a potential conflict of <br />interest. <br /> <br />Councilmember Maschka suggested tabling the motion to <br />appoint, and seeking an outside legal opinion. <br /> <br />Councilmember Klausing asked if City Manager Beets had <br />made the recommendation for appointment of the firm of <br />Ratwik, Roszak & Maloney. <br /> <br />City Manager Beets stated that his recommendation was to <br />appoint the firm of Campbell Knutson. <br /> <br />Councilmember Klausing asked who was seeking <br />
