<br />Regular City Council Minutes - 11/18/02 <br />Page 10 <br /> <br />Miller briefly reviewed staff recommendation to negotiate <br />a contract extension rather than seek proposals from <br />various firms due to the level of changes in City's finance <br />and accounting operations and new industry standard <br />requirements. Mr. Miller stated that, staff had compared <br />the negotiated price with two (2) similarly-sized cities that <br />were both paying in the $30,000 range annually for <br />external audit services. <br /> <br />Roll Call <br />Ayes: Schroeder, Kough, Maschka, Klausing and <br />Kysylyczyn. <br />Nays: None. <br /> <br />C. Approve City Prosecutor Contract <br />Kysylyczyn moved, Kough seconded, approval of a <br />contract with the firm of Jensen, Bell, Converse and <br />Erickson to provide prosecuting attorney services; <br />inclusive of paragraph 6 providing that the prosecuting <br />attorney will not prosecute any zoning code violations or <br />community development criminal citation unless there is a <br />public hearing by the City Council and explicit City <br />Council direction to proceed with a criminal citation, with <br />the exception of Building Code violations. <br /> <br />Police Chief Carol Sletner advised that she had been <br />contacted by proposed Prosecuting Attorney Caroline Bell <br />Beckman stating that she was delayed and would be <br />arriving later. <br /> <br />Councilmember Klausing expressed concern regarding <br />inclusion of Paragraph 6 in the contract, and involvement <br />of the City Council in an administrative process. <br /> <br />Councilmember Kough defended his concurrence, and <br />stated that the Council's philosophy, as brought to his <br />attention by Mayor Kysylyczyn, should be that if minor <br />violations need to be soothed and worked out by staff or in <br />a short public hearing process, potential problems could be <br />solved before the court became involved. <br /> <br />City Prosecutor <br />Contract <br />Approval <br />
