<br />Regular City Council Minutes -11/18/02 <br />Page 18 <br /> <br />Mayor Kysylyczyn read a prepared statement, expressing <br />his personal opinion regarding the construction of the <br />pillars, and asked that it be included in its entirety in the <br />minutes. The statement reads as follows: <br /> <br />"The pillars in question were constructed in <br />violation of city ordinance (according to the City <br />Attorney), by contractors under the direction of the <br />City of Roseville. Senior staff was advised by other <br />staff members before the construction process, that <br />there could be sight vision problems with the pillars, <br />but their comments were ignored. The City Council <br />was made fully aware that the pillars violated city <br />ordinance, and created sight problems from multiple <br />intersection angles. Sight problems were also <br />confirmed by a Ramsey County engineer. Fully <br />knowledgeable, the City Council chose to take no <br />action." <br /> <br />Councilmembers Kough, Maschka and Klausing <br />adamantly disagreed with the Mayor's attempt to <br />misrepresent the opinions of the Council as a whole, while <br />simply expressing his personal opinion. <br /> <br />Kough moved to amend the motion to table any action at <br />this time. <br /> <br />Ayes: <br />Nays: <br /> <br />Roll Call <br />Kough, Maschka and Klausing. <br />Schroeder and Kysylyczyn. <br /> <br />IX.
