Regular City Council Minutes -12/02/02 Page 10 Discussion among Councilmembers included perceived tax levy increases and actual increases in City spending; reduction in budget from 2001 to 2002; pay-off of City debt and decertification of several Tax Increment Financing Districts; Councilmember Kough's seeking of Council support for a "zero" percent levy increase, with opposition expressed; reduction in interest earnings for next year's operations; substantial employee health insurance increases; and the City's build up of a substantial tax base and the overall health of the City. Councilmember Maschka adamantly held to the need to preserve the City's cash reserves to keep a healthy City and assist in the economic recovery of the area. Mayor Kysylyczyn directed Finance Director Miller to prepare information regarding employee health insurance increase ramifications to the budget, in an effort to disprove Councilmember Maschka' s statement regarding the substantial effect to the 2003 budget. Mayor Kysylyczyn closed the Public Hearing at 7:58 p.m. B. Public Hearing to Consider Certifying Unpaid False Alarm Fees and Water and Sewer Charges to the County Auditor Mayor Kysylyczyn opened this Public Hearing at 7:58 p.m. Noone appeared for or against. Finance Director Miller presented a written report summarizing requested Council action, stating that those having delinquent accounts had until December 15, 2002 to make payment and avoid certification to the tax roll. Mayor Kysylyczyn closed this Public Hearing at 8:07 p.n1. Klausing moved, Schroeder seconded, adoption of Resolution No. 10050 entitled, "Resolution Directing the Resolution 10050 Public Hearing Unpaid False Alarm Fees & Water and Sewer Charges to the County Auditor
