<br />Regular City Council Minutes -12/02/02 <br />Page 10 <br /> <br />Discussion among Councilmembers included perceived <br />tax levy increases and actual increases in City spending; <br />reduction in budget from 2001 to 2002; pay-off of City <br />debt and decertification of several Tax Increment <br />Financing Districts; Councilmember Kough's seeking of <br />Council support for a "zero" percent levy increase, with <br />opposition expressed; reduction in interest earnings for <br />next year's operations; substantial employee health <br />insurance increases; and the City's build up of a <br />substantial tax base and the overall health of the City. <br /> <br />Councilmember Maschka adamantly held to the need to <br />preserve the City's cash reserves to keep a healthy City <br />and assist in the economic recovery of the area. <br /> <br />Mayor Kysylyczyn directed Finance Director Miller to <br />prepare information regarding employee health insurance <br />increase ramifications to the budget, in an effort to <br />disprove Councilmember Maschka' s statement regarding <br />the substantial effect to the 2003 budget. <br /> <br />Mayor Kysylyczyn closed the Public Hearing at 7:58 p.m. <br /> <br />B. <br /> <br />Public Hearing to Consider Certifying Unpaid False <br />Alarm Fees and Water and Sewer Charges to the <br />County Auditor <br />Mayor Kysylyczyn opened this Public Hearing at 7:58 <br />p.m. <br /> <br />Noone appeared for or against. <br /> <br />Finance Director Miller presented a written report <br />summarizing requested Council action, stating that those <br />having delinquent accounts had until December 15, 2002 <br />to make payment and avoid certification to the tax roll. <br /> <br />Mayor Kysylyczyn closed this Public Hearing at 8:07 p.n1. <br /> <br />Klausing moved, Schroeder seconded, adoption of <br />Resolution No. 10050 entitled, "Resolution Directing the <br /> <br />Resolution 10050 <br />Public Hearing <br />Unpaid False <br />Alarm Fees & <br />Water and Sewer <br />Charges to the <br />County Auditor <br />
