Trunk Highway 280 Municipal Consent <br />Kysylyczyn moved, Schroeder seconded, adoption of <br />Resolution No. 10051 entitled, "Resolution Regarding <br />Minnesota Department of Transportation's Trunk <br />Highway 280 Reconstruction Project," with the draft as <br />presented amended to read "NOW THEREFORE BE IT <br />RESOLVED. . .. in accordance with the provisions of <br />Minnesota Statutes 161.164...." rather than Chapter 429, <br />which is the local improvement code, and".. . Council does <br />hereby determine and order that said improvement <br />'SHALL BE' constructed." <br /> <br />Mayor Kysylyczyn and Councilmember Klausing <br />discussed the Public Hearing process. <br /> <br />City Attorney Squires suggested the amendments to the <br />draft resolution as identified and referenced in the <br />amendments to the above motion. <br /> <br />Mayor Kysylyczyn reviewed those from staff and MnDOT <br />who would be speaking regarding the proj ect and <br />recognized the Minnesota Department of Transportation <br />(MnDOT) representative, Frank Pafko, who was available <br />to present the various components of the project, with the <br />intent of seeking municipal consent for the proposed <br />proj ect. <br /> <br />Mayor Kysylyczyn encouraged those in attendance to <br />come to the podium to share the comments and express <br />their opinion, but to respect those speaking, asking that no <br />outbursts be heard from the audience. <br /> <br />Public Works Director Duane Schwartz introduced Frank <br /> <br />Resolution 10051 <br />Trunk Hwy. 280 <br />Municipal <br />Consent <br />
