<br />Regular City Council Minutes -12/02/02 <br />Page 12 <br /> <br />Pafko, North Area Manager for MnDOT, and several other <br />MnDOT representatives serving as Project manager and <br />Proj ect Engineer. <br /> <br />Mr. Pafko reviewed the scope of the proj ect, the proposed <br />schedule, federal funding, and the effects on the City of <br />Roseville. A specific ramification centered on the <br />proposed closing of County Road B at Trunk Highway <br />280, a decision based on safety issues, accident history at <br />the intersection of County Road B and Highway 280. Mr. <br />Pafko further addressed drainage improvements planned, <br />right-of-way issues and alternate access points for <br />residents using the current intersection. <br /> <br />Mr. Pafko stated that his department had sponsored two <br />(2) neighborhood meetings and heard numerous, albeit not <br />unanimous, comments regarding the proposed project. <br />Mr. Pafko stated that, should County B remain open, <br />MnDOT would probably not consider improvements to <br />Trunk Highway 280 at this time. <br /> <br />Mr. Pafko stated that the legal requirements and purpose <br />of the Public Hearing was to hear public comment. Mr. <br />Pafko stated that conditional City Council approval is in <br />effect a denial, as recently occurred in the City of <br />Lauderdale. Mr. Pafko stated that, should the City <br />conditionally approve the project, his department had three <br />(3) options: 1) modify project as requested by the City <br />(e.g., Lauderdale action); 2) MnDOT appeal to an Appeal <br />Board; 3) eliminate the project completely. <br /> <br />Council discussion included safety concerns; emergency <br />vehicle routing; emergency evacuation with the proposed <br />closing of County Road B; additional capacity being <br />placed on County Road B and Cleveland; State Aid <br />funding availability at the turnback of County Road B <br />from Ramsey County to the City of Roseville; pathway <br />construction; and short and long-term benefits to the <br />neighborhood and City. <br /> <br />Mayor Kysylyczyn opened the Public Hearing at 8:55 p.m. <br />
