<br />Regular City Council Minutes -12/02/02 <br />Page 13 <br /> <br />Mayor Kysylyczyn reviewed the motion on the table, <br />recommending that residents speaking confine their <br />comments to whether the Council should or should not <br />adopt the motion, or for residents to provide a <br />recommendation to amend the motion. <br /> <br />Mayor Kysylyczyn called for comment on those opposed <br />to the closure of County Road B. <br /> <br />Charlie Disney, Marian Street <br />Mr. Disney, as an aside, addressed Council wrangling, <br />asking that it be avoided in future meetings, in an effort to <br />save time and embarrassment for those listening in the <br />audience and television. Mr. Disney stated that, as a <br />former highway employee in design and surveying, he <br />thought MnDOT did not present a sound rationale <br />regarding their safety concerns, specifically with the <br />stoplight situation. <br /> <br />Mr. Pafko responded that most of the worst intersections <br />for accidents were those signalized; that signals are not a <br />solution to accident problems, that you may be able to <br />trade-off types of crashes, but the best way to improve <br />safety on Highway 280 was to eliminate the signal. <br /> <br />Name Inaudible, (One block from Marion) <br />The gentlemen responded to MnDOT's estimate on the <br />number of accidents in the last three (3) years, and <br />presented his personal research on the accident <br />demographics in the area, and addressed the types of <br />accidents; number of vehicles using this portion of the <br />roadway; the dangerous intersection of County Road B <br />and Cleveland; future assessments on County Road B; and <br />his interpretation of being "blackmailed" by a State <br />agency. <br /> <br />Bud Thompson, Fulham Street <br />Mr. Thompson spoke of his interpretation ofMnDOT's <br />intent to obtain federal funds for typical maintenance of <br />Highway 280, using this portion of the Highway and citing <br />
