Mr. <br />Thompson stated that these improvements will do no more <br />that create a metered ramp effect along this stretch of <br />highway. Mr. Thompson further questioned who was <br />going to pay for future improvements on Cleveland and <br />County Road B as more traffic was generated to that <br />portion. <br /> <br />Gretchen Koons, Laurie Road <br />Ms. Koons concurred with Mr. Thompson's comments on <br />this project creating a need for future metering of Highway <br />280 with removal of stoplights. Ms. Koons spoke further <br />on her safety concerns regarding emergency personnel <br />access and tank farm closeness; her family's attraction to <br />the property when originally purchased because of access <br />points; and a need for sidewalks and safety enhancen1ents <br />along County Road B, but not through closure of B at 280. <br /> <br />Carol Finske, St. Stephen <br />Ms. Finske expressed her opinion that access points <br />needed to be retained and spoke against the closing of <br />County Road B, while creating further bottlenecks at <br />Broadway and doing nothing to increase traffic flow. <br /> <br />A general question of the audience was MnDOT plans <br />to address noise levels along Highway 280. <br /> <br />Amy Harrarrah, Fulham <br />Ms. Harrarrah expressed her feeling of being "strong- <br />armed" by MnDOT to either take the money or County <br />Road B will not be improved with safety enhancements; <br />and that Ramsey County needed to reprioritize County <br />Road B and take responsibility for maintenance. <br /> <br />Steve Bennett, St. Croix Street <br />Mr. Bennett concurred with other comments against <br />project; and sought clarification of the type of accidents <br />cited by MnDOT, whether they were residential or from <br />the Paper Calmenson traffic. <br />
