<br />Regular City Council Minutes - 12/02/02 <br />Page 16 <br /> <br />Alan Peterson, B and St. Stephen <br />Mr. Peterson referenced past MnDOT discussions in the <br />Village of St. Anthony regarding their intent to keep <br />Highway 280 at a low level; but now he was concerned <br />that they were attempting to make it a super highway, <br />increasing noise levels in the City of Roseville. <br /> <br />Barbara Christianson, St. Stephen <br />Ms. Christianson expressed concern regarding snow <br />removal requirements in emergency vehicles being able to <br />access a proposed temporary barrier. <br /> <br />Alice Koons, (address not identified) <br />Ms. Koons asked what priority County Road B will <br />receive from the City if it is closed off at Highway 280 <br />and turned back to the City from the County. <br /> <br />Public Works Director Duane Schwartz responded that <br />County Road B would be considered a priority route and <br />one of the first streets to be plowed. Mr. Schwartz asked <br />that residents contact City Hall if they have any concerns <br />or comments about snow removal, stating that the <br />department attempts to cover the entire city within 8 - 10 <br />hours of a snow fall. <br /> <br />Mayor Kysylyczyn called for a recess at 9:48 p.m. and <br />reconvened the meeting at 10:00 p.m. <br /> <br />Mr. Pafko responded to the noise level concerns addressed <br />by residents, specifically the noise issue, stating that <br />MnDOT was proposing construction of a mid-level height <br />noise wall along the Midland Hills Golf Course. <br /> <br />Mayor Kysylyczyn called for comment from those <br />supporting the closure of County Road B. <br /> <br />Julie Heck, County Road B and St. Stephens <br />Ms. Heck stated that, if it means increased safety along <br />County Road B, while she hates to get rid of access, the <br />safety of neighborhood children must come first, not <br />convenience for neighborhood traffic.
