Mayor Kysylyczyn asked Mr. Pafko to address MnDOT's more in-depth emergency access intentions. Mr. Paf1<:o stated that, as of today, the plan called for closing County Road B at the intersection of Highway 280 with no emergency vehicle access, but that noting its importance to the City, as part of the design process over the next two years, MnDOT could evaluate the best way to accommodate the City's request, with an understanding that such access would not be for general public use. Councilmembers concurred with this provision by MnDOT representative Palli:o. Mayor Kysylyczyn reiterated Council opinion that both sides speaking tonight had adequately addressed including expenditure of public funds for overall safety; access; proponents safety for children (quality of life); consideration that in the long-term, traffic will increase; and we may not have an option to do something like this in the future; and expressed his faith in County negotiations regarding Cleveland and County Road B through excellent staff representative, Public Works Director Schwartz and Councilmember Schroeder who have a reputation for cooperative work with Ramsey County and the State of Minnesota.
