Mr. Squires stated that should <br />the Council elect to adopt this general ordinance which <br />addressed advertising, required recordkeeping and <br />insurance items related to City code, it would still be <br />necessary for action on another specific ordinance which <br />would address term, fees, other details for each franchisee. <br />He noted that it was very common to attempt to limit the <br />nature and content of shelter advertising, but as each <br />specific proposal comes into place, need to try to address <br />in more detail with each agreement. <br /> <br />Ci ty Attorney Squires confirmed that the firm, U. S. <br />Bench, currently issued annual permits, would need to <br />make application for a contract or franchise agreement, <br />should this ordinance be adopted, as the City Code would <br />need to be arnended. <br /> <br />Further discussion included the need to address siting of <br />transit shelters and applicable criteria; staff s intent not to <br />replace existing benches with shelters; staffs provision of <br />the location of existing benches; and the need to make the <br />process as non-cumbersome as possible. <br /> <br />Rolland Danielson, President of U.S. Bench Company, <br />was present and provided a brief history of his <br />organization, the communities in which they operated, and <br />the length of time they've had a presence in the City of <br />Roseville. Mr. Danielson asked that Council ensure that, <br />in considering this transit shelter request, that their bench <br />locations not be compromised and expressed his <br />preference in continuing the annual licensing renewal <br />process. <br /> <br />Craig Piernot, representative of the firm Outdoor <br />Promotion (Bus Shelters), provided information regarding <br />his firm's installation of shelters, stating that each shelter <br />represented a $10,000 - $12,000 investment per site, with <br />a permanent pad for siting, electricity, maintenance, <br />upkeep and snow removal. Mr. Piernot stated that the <br />standard contract agreement is for ten (10) years, as they <br />don't realize a profit until year seven (7); with most <br />
