<br />Regular City Council Minutes - 12/02/02 <br />Page 24 <br /> <br />shelters needing replacement within ten (10) years in order <br />to keep them within the standards of the firm who <br />performed weekly maintenance checks. <br /> <br />Mr. Piernot stated that installation of a bench cost an <br />initial $500, with no maintenance or snow removal <br />required; the installation of a shelter, by contrast was <br />roughly $10,000. <br /> <br />Mr. Piernot stated that the language used in the draft <br />ordinance was standard language, and no freedom of <br />speech issues had ever stood. <br /> <br />Mayor K ysylyczyn directed staff to provide a staff report <br />on the pros and cons between an ordinance and contract; <br />provide a map of new proposed shelters and current <br />benches; and to provide a prelirI1inary scherI1atic designs <br />for the proposed shelters. <br /> <br />Len Thiel, Governmental Liaison for U.S. Bench, <br />suggested that staff request background information and <br />staff reports prepared for similar requests of Outdoor <br />Promotions in the cities of Maplewood and Richfield to <br />obtain an accurate picture of the request of Outdoor <br />Promotions. <br /> <br />Public Works Director Schwartz advised Mayor <br />Kysylyczyn that staff would plan to return to the Council <br />in early January of 2003 with the requested information. <br /> <br />IX. Organizational Business <br /> <br />A. Consider Appointment of Human Rights <br />Commissioner <br />Kysylyczyn moved, Kough seconded, confirmation of <br />Mayor Kysylyczyn's appointment of Patricia Tschida, <br />1759 North Dunlap Street #102, to the Human Rights <br />Commission. <br /> <br />Discussion included the Mayor's rationale for appointment <br />of Ms. Tschida over the other applicant, Robert Brennan, <br /> <br />Human Rights <br />Commission <br />Appointment <br />
