It was n1Y first experience of \vhiplash, and I <br />\vasn't even in n1Y car. <br /> <br />One wonders if the outcon1e \vould have been different, had the City of Roseville years <br />ago exerted the pressure on the County, warranted by the increasing traffic, to effect the <br />resurfacing and upgrading of the stretch of County B fron1 Cleveland Avenue to .wIN 280, <br />with proper shoulders, and paved bicycle and pedestrian paths. If it had looked Inore like <br />a residential city street and less like its present appearance, a rutty on-and-off rmnp for <br />the state highway, perhaps the safety concerns expressed by the supporters of the <br />closing of the access \vould have been rendered n100t. The fello\v who cOlnplained of cars. <br />whizzing by as he tried to fetch his n1ail deserved a safe place to stand, but the City did <br />not bother to give hin1 a paved shoulder. <br /> <br />Sin1ilarly, those \vho described accidents at that intersection revealed conditions that <br />reflected original poor design. Sight-lines to the south from County B are generally <br />terrible vvhen the sno\v banks are high. We needed a sIno other turn to the east off of280. <br />In fact, a 280N exit on B, like Lauderdale's request for Roselawn, would enable County B <br />residents to avoid having to thread up to 36. Speaking of accidents, \vhy was there no <br />actual input regarding this proposal fron1 police, fire, and an1bulance services? We heard <br />only anecdotes regarding rescue services, which the Council selectively discounted. <br />
