<br />Regular City Council Minutes -12/16/02 <br />Page 10 <br /> <br />At Councilmember Kough's request, Finance Director <br />Miller confirmed the $95,000 reduction from the <br />$8,922,884 provided by staffs draft resolution. <br /> <br />Roll Call <br />(Ambassador Foundation Addition $5,000) <br />Ayes: Schroeder, Kough and Kysylyczyn. <br />Nays: Maschka and Klausing. <br /> <br />Kysylyczyn moved, Schroeder seconded, reduction in the <br />proposed Cost of Living Adjustment (COLA) for <br />employees from three percent (3%) to two percent (2%). <br /> <br />After discussion, Mayor Kysylyczyn withdrew the motion. <br /> <br />Kysylyczyn moved, Schroeder seconded, an amendment <br />to the original !v1aschka Inotion reducing the proposed <br />budget by $100,000 by delaying the 2003 park <br />improvement program for a one year minimum. <br /> <br />After discussion, Mayor Kysylyczyn withdrew the motion. <br /> <br />Kysylyczyn moved, Schroeder seconded, elimination of <br />the remainder of the contingency fund, reducing the <br />proposed budget by $65,000. <br /> <br />Finance Director Miller and City Manager Beets clarified <br />that the general fund included approximate funding from <br />one-half tax levy funds and Yi non-tax levy funds (e.g., <br />interest earnings). <br /> <br />Mayor Kysylyczyn asked for a legal opinion from the City <br />Attorney regarding process related to the original motion. <br /> <br />City Attorney Scott Anderson responded and clarified the <br />intent of the original motion; and that the source of <br />funding was not germane to the proposed amendment and <br />is not related to the Rules of Order; at which point Mayor <br />Kysylyczyn rescinded the proposed amendment. <br /> <br />Kysylyczyn moved, Kough seconded, an increase of <br />
