<br />Regular City Council Minutes - 12/16/02 <br />Page 11 <br /> <br />$1,500 in the Police Reserve clothing fund over that <br />recommended by staff. <br /> <br />Discussion included whether the clothing fund was <br />insufficient; and the confusion of some Councilmembers <br />in the budget documents provided by staff versus a line <br />item budget document. <br /> <br />Roll Call <br />(Police Reserve Clothing Addition $1,500) <br />Ayes: Kough and Kysylyczyn. <br />Nay: Maschka and Klausing. <br />Abstained: Schroeder <br /> <br />Further discussion included the status and budgetary <br />impacts of the unfunded Deputy Police Chief and <br />Assistant City rvIanager positions. <br /> <br />Councilmember Klausing called for a Point of <br />Parliamentary Procedure, and asked Mayor Kysylyczyn to <br />call the question on the underlying motion relating to the <br />tax levy. Mayor Kysylyczyn indicated he would be <br />considering other amendments to that motion. <br /> <br />Councilmember Maschka appealed the decision of the <br />Chair. <br /> <br />Kysylyczyn moved an amendment to add one (1) new <br />maintenance position in the Parks and Recreation <br />Department, increasing the proposed 2003 budget by <br />$37,000. There was no second to the motion. <br /> <br />Councilmember Klausing continued to seek recognition of <br />the Chair for a question of Parliamentary procedure. <br /> <br />With continuing dissention, Mayor Kysylyczyn withdrew <br />the motion; and asked for any other amendments. <br /> <br />City Attorney Anderson provided comment regarding the <br />requested question on Parliamentary procedure and <br />proceeded to explain the process for Council information. <br />
