<br />Regular City Council Minutes - 12/16/02 <br />Page 8 <br /> <br />Maschka moved, Klausing seconded, adoption of <br />Resolution No.1 0055 entitled, "Resolution Submitting the <br />Property Tax Levy on Real Estate to the Ramsey County <br />Auditor for the Fiscal Year of 2003;" representing a zero <br />percent levy increase, following staff recommendations for <br />no additional police officer provision; elimination of the <br />contingency fund; and elimination of funding for the <br />Roseville Ambassador Foundation. <br /> <br />Discussion continued regarding specific Councilmember <br />preferences in the City's budget structure as proposed by <br />staff. <br /> <br />Police Chief Sletner clarified that the Police Department <br />was not asking for an additional officer in the proposed <br />2003 budget; but felt that the squad car replacement <br />schedule was necessary as presented due to safety issues <br />and the heavy usage of squads. <br /> <br />Kough moved, Kysylyczyn seconded, an amendment to <br />eliminate $130,000 from the budget by a one (1) year <br />moratorium in the Pathway Construction Fund of <br />$100,000; and elimination of the community survey in the <br />amount of $30,000. <br /> <br />Mayor Kysylyczyn advised Councilmember Kough that <br />the motion was out of order. <br /> <br />Councilmember Kough sought City Attorney opinion on <br />how to implement his proposal. <br /> <br />Kough moved, Kysylyczyn seconded, amendment to <br />Councilmember Maschka' s original motion to further <br />eliminate 2003 pathway construction in the amount of <br />$100,000; thereby reducing the total 2003 levy to <br />$8,822,884. <br /> <br />Finance Director Miller clarified that the proposed <br />Community Survey was not funded by levy funds, but by <br />Cable franchise fees. <br />
