Councilmember Ihlan again
suggested sliding the timeframe ahead, for the decision-making to
be done after elections.

Further discussion included data privacy issues related to each
candidate and when the data remained private and when it became
public.

City Attorney Anderson was directed to be available for legal
counsel at the October 31, 2006 meeting scheduled for 4:00 p.m.

Mayor Klausing, in response to Councilmember Ihlan's concerns
related to the new Council making the decision, opined that the
City Council was elected to serve the citizens through the end of
the year; and hiring the City Manager was another action item,
and the City Council's job was to move the process forward.
Mayor Klausing noted, as per previous discussion, there would be
time following the election to re-assess the timeline, and at this
time, further opined that there was no need to delay the process,
noting that Councilmember Ihlan would continue serving on the
City Council in either the capacity of Councilmember or Mayor,
depending on the outcome of the municipal election.

Councilmember Ihlan continued to dispute the circumstances of
the process and timing, where finalists for the City Manager
position would be selected without the participation of the newly-
elected Council.

Mayor Klausing acknowledged Councilmember Ihlan's
comments and they were so noted.

Councilmember Pust suggested a social format for the November
16, 2006 meeting with citizens.

Mayor Klausing opined that the previous process at the OV AL of
finalists meeting the public, with coffee and cookies, seemed to
provide ample opportunity for citizen interaction with candidates.

Ms. Bacon noted that the previous social had been very informal
and unstructured, with sufficient time for mingling, and name tags
