2. Continue efforts with school districts to provid� joint use of <br />spaces such as gymnasiums, auditori�ms and libraries, thus maximizing <br />their use while providing a wide variety of opportunities and reducing <br />construction and operation costs. <br />3. Explore methods of more effective utiZizatian of existing ice <br />arenas in the area or development of an additional enclosed ice sheet <br />to so�ve the large unmet demand for convenient and easily accessible <br />ice facilities. <br />4. Develop a Roseville Heritage Center, possibly through collabora- <br />tion with Ramsey Caunty or other government agencies. <br />GOAL- <br />Our goal for volunteer services is that many of the persorinel needs <br />for the improvement and enhancement of leisure programs for the <br />present and the next century can be met by citizens of the cdmmunity <br />who will serve as volunteers. <br />RATIONALE- <br />We believe that within the cammunity, valunteers could be found to <br />carry out a number of new and additianal leisure services. The city <br />�.s fortunate in having a large cadre of persons, often with specia�- <br />ized skills, who could be used to augment leisure programs. The <br />contx-ibutions of time and talent of volunteers are important as a <br />personn�l supplement in a time of limited resources to paid profes- <br />siona].s. <br />STRATEGIES- <br />l. Establish a commission to advise the city council an projects <br />where expertise of the citizens can be used. <br />2. Establish a volunteer coordinator function to serve as a clearing- <br />house for matching volunteer skills with needs. <br />3. Create incentives and provide recognitivn for volunteering. <br />4. Provide appropriate support services to Roseville vo�unteers and <br />programs. <br />5. Encourage youth service through such programs as a sumYner teen <br />park work program resulting in needed services for the community and <br />employment opportunities for youth. <br />4 <br />
