PATHWAYS <br />GOAL' <br />The goal is for the City of Roseville to develop and implement a <br />comprehensive trail system plan. This plan wou].d provide for non- <br />motorized pathways of all types which da more than merely connect <br />areas. In this sense they can be regarded as an extension of the park <br />system. <br />RATIONAI�- <br />We see the need for pathways to provide an opportunity to see na- <br />ture, exercise, and enjoy the outdoors within a major �netropo].itan <br />setting. When implemented, a comprehensive trail system will allow <br />residents to enjoy all Roseville recreational, civic, cultural, and <br />leisure activities throughout Roseville. <br />STRATEGIES- <br />l. Develop and maintain a comprehensive pathway system that will <br />allow residents and visitors to be able to move between and among all <br />Roseville parks, including those owned by Ramsey County, entirely on <br />non-motarized pedestrian and bike pathways. <br />2. Construct and maintain trails that will enable residents and <br />visitors to move between the trail system connecting the City and <br />County parks. <br />3. Develop a sidewalk system cannecting the park trails with major <br />civic buildings, recreational and cultural facilities and shopping <br />areas. <br />4. Develop a pathway system enabling residents to leave their home <br />and reach a leg af the trail system within several blocks. <br />5. Illuminate non-motorized paths to promote increased safety and <br />maximize their utilization. <br />5. Coordinate access to the Willard Munger State Trai.l (Gateway <br />Trail) connecting the Roseville trail system to the Gateway Trail. <br />7. Develop a Long Range Plan to plant/forest and otherwise beautify <br />all trails in conjunction with the comprehensive trail systezn. <br />8. Bury power lines and utility cables as a paxt of each major reno- <br />vation project to allow for easy traiJ. system development in the <br />future. <br />9. Construct additional floating boardwalks to impr�ve access <br />through and enjoyment of nature areas. <br />Z0. Enter into cooperative agreements permitting land use for paths <br />along industrial, county and state right-of-ways. <br />5 <br />
